What Meta App Review Means for the Instagram Tools You Use

Any tool that wants to send Instagram DMs or manage comments on behalf of accounts it doesn't own has to go through Meta's App Review process before it can serve real customers. It's a formal, often multi-week process, and it's worth understanding what it actually checks for.
Why review exists
Meta doesn't let just any application read or send messages on someone else's Instagram account. The permissions needed to manage comments and send private replies (`instagram_business_manage_comments` and `instagram_business_manage_messages`, alongside basic account access) require what Meta calls Advanced Access, which is only granted after a formal review.
That review requires the developer to submit a written explanation of exactly how the permission will be used, along with a screen recording showing the real flow on an actual Instagram Business account, not a mockup. Meta's reviewers watch that recording and check it against the written justification before approving anything.
Business verification, too
Beyond the technical review, Meta also requires business verification: a real legal entity behind the app, backed by documentation like business registration or a tax filing. This is part of why legitimate tools are run by identifiable companies rather than anonymous developer accounts.
What it means for you as a user
In practice, App Review is a floor, not a guarantee, but it does mean a tool has been through Meta's own vetting process for exactly the permissions it's using on your account. It's a meaningfully different situation from tools that ask you to hand over your Instagram password directly, which sidestep the API and Meta's review entirely, and which Meta's own enforcement treats as a violation of its terms.
